Job Title: Quantity Surveyor Billing Certification for Commercial High-Rise & IT Park Projects

Job Summary:
We are seeking an experienced Quantity Surveyor to join our Billing Certification department, specializing in commercial high-rise and IT park projects. The ideal candidate will be responsible for verifying and certifying contractor bills, ensuring accurate measurements, and maintaining strict cost controls. This role demands precision, analytical skills, and a thorough understanding of construction billing and documentation processes.

Key Responsibilities:
1. Bill Certification

• Review and certify contractor bills for work completed, ensuring accuracy and adherence to contracts.
• Verify quantities and measurements as per approved drawings and site conditions.
• Ensure all bills are compliant with project specifications, quality standards, and contractual agreements.

2. Cost Monitoring & Budget Control

• Monitor and control costs against the approved project budget.
• Track material consumption, labor charges, and project overheads to avoid discrepancies.
• Report on cost deviations and recommend corrective measures.

3. Measurement Verification

• Conduct site visits to validate measurements and work progress.
• Prepare and maintain detailed measurement records and reports.
• Ensure accurate reconciliation of quantities for interim and final billing.

4. Documentation & Reporting

• Maintain meticulous records of certified bills, payment schedules, and supporting documentation.
• Prepare and submit periodic cost and billing reports to project stakeholders.
• Assist in preparing variation orders and change requests for client approval.

5. Contractor Coordination

• Liaise with contractors and vendors to address discrepancies or disputes in billing.
• Ensure timely submission of bills and resolve issues to maintain smooth project cash flow.
• Coordinate with project managers, engineers, and other departments to streamline billing processes.

6. Compliance & Quality Assurance

• Ensure all billing processes comply with company policies, local regulations, and tax laws.
• Conduct periodic audits of billing records and processes to identify and rectify errors.

Qualifications:

• Bachelors degree in Civil Engineering (Quantity Surveyor).
• Minimum 3 years of experience in billing certification for commercial high-rise and IT park projects.
• Proficiency in billing and quantity surveying tools like AutoCAD, MS Excel, ERP-iBuild, and Tally Prime.
• Strong knowledge of construction contracts, BOQ, and payment terms.
• Familiarity with local building codes, safety standards, and tax regulations.
