Position type: Fixed Term Contract until March 2028

What the hiring manager says

This senior role is an exciting opportunity for someone with strong monitoring, evaluation and learning experience who is passionate about driving digital inclusion for women in low- and middle-income countries. Isabelle Carboni - Senior Director, WiDEF

About the Team

GSMA Mobile for Development (M4D) is a dedicated global team within the GSMA, which brings together our mobile operator members, tech innovators, the development community and governments, to realise the impact of mobile in low- and middle-income countries.

The Women in the Digital Economy Fund (WiDEF) is a $60M+ initiative that will identify, directly fund, and accelerate investment in proven solutions to close the gender digital divide - including women-led solutions, products, and tools - thereby improving women s livelihoods, economic security, and resilience. Launched in March 2023, WiDEF s founding partners include USAID and the Bill & Melinda Gates Foundation. WiDEF is managed by an industry-leading consortium comprised of the GSMA Foundation, CARE and the Global Digital Inclusion Partnership.

About the Role

Lead on the successful implementation of the MEL plan across a portfolio of WiDEF partners. These will include non-profits and smaller for-profit enterprises that are grant recipients in India and a global portfolio of large private sector enterprises who are recipients of technical assistance through WiDEF. This will include:

  • Providing guidance and support to WiDEF awardees to develop and implement their MEL plans, ensuring indicators and data collection tools are fit for purpose, relevant and appropriately contextualized.
  • Ensuring high quality data analysis and meaningful learnings are generated from monitoring and evaluation for reporting, to provide evidence of impact and to improve implementation.
  • Documenting and disseminating key findings with a broad range of stakeholders through blogs, case studies, presentation etc.
  • Working in close collaboration with the wider MEL team at WiDEF to ensure MEL standards are consistent across the consortium; to provide input into the ongoing development and refining of the MEL plan and tools; and to ensure that ongoing outcomes from MEL activities are fed into overall WiDEF learning, dissemination and reporting agenda.
  • Engaging with external MEL suppliers including inputting into the MEL tools, methodologies and deliverables

About You

You will have substantial experience in leading monitoring and evaluation of projects in low- and middle-income countries, ideally with a gender-lens; including practical experience in the development of theories of change, M&E frameworks, indicators and data collection tools.

You will be highly skilled in analysis of qualitative and quantitative data, able to draw out key findings and insights and generate actionable learnings to improve projects on the ground.

You will have strong written and verbal communication skills, you are clear and concise, and have presented findings to a wide range of stakeholders.

You have first rate project management skills with the ability to handle multiple tasks at the same time as well as strong stakeholder management experience.

You will be a team player and have worked in diverse teams from different countries and cultures.

You will be collaborative by default, flexible and can thrive even with complexity and ambiguity, to achieve common goals.

You will be excited to join a diverse team that shares a passion for the ways the internet and digital services can improve women s livelihoods, economic security, and resilience.
