Job Summary: The Billing Engineer will be responsible for managing all aspects of billing and financial reporting for construction projects. This includes the preparation, verification, and management of contractor and client invoices, ensuring accuracy and adherence to project timelines and budgets. The ideal candidate will have a strong understanding of construction processes, excellent attention to detail, and the ability to coordinate effectively with project teams and clients.

Key Responsibilities:

Preparation of Bills:

• Prepare and submit bills based on work completed, ensuring accurate quantity measurements.
• Validate contractor and subcontractor invoices against actual work done on-site.
• Coordinate with site engineers for measurement of work done and certify bills for payment.

Verification and Reconciliation:

• Verify quantities and rates as per the BOQ (Bill of Quantities) and contract agreements.
• Reconcile materials on-site with the materials used in billing.
• Maintain and update records of all billing transactions, adjustments, and claims.

Cost Management:

• Monitor project costs and manage the billing process to ensure project profitability.
• Prepare and submit monthly progress reports and cost reports.
• Work closely with the finance team to track payments, outstanding bills, and cash flow.

Documentation and Compliance:

• Ensure all billing documentation is complete, accurate, and complies with contractual requirements.
• Manage and maintain records of all approved and pending invoices.
• Assist in the preparation of final accounts and closeout documents.

Coordination:

• Liaise with project managers, site engineers, and contractors to ensure smooth billing processes.
• Attend regular meetings to update stakeholders on billing status and any issues.
  

Reporting:

• Prepare detailed reports on billing status, progress, and any variances.
• Analyze billing data to identify trends, issues, or areas for improvement.

Qualifications:

• Bachelors degree in Civil Engineering or related field.
• 4-8 years of experience as a Billing Engineer in the construction industry.
• Strong understanding of billing processes, contract management, and project cost control.
• Proficiency in billing software and MS Office, particularly Excel.
• Excellent analytical skills and attention to detail.
• Strong communication and interpersonal skills.

Preferred Skills:

• Experience in large-scale construction projects.
• Knowledge of construction standards and regulations.
• Ability to work under pressure and meet tight deadlines.
