We are a leading developer of affordable housing utilizing the Low-Income Housing Tax Credit (LIHTC) program in California. Our mission is to create and maintain high-quality affordable housing that serves communities across the state. We are seeking a highly skilled Compliance Specialist to join our team and ensure adherence to all LIHTC compliance and reporting requirements.


Position Overview:

The Remote Compliance Specialist will be responsible for overseeing compliance reporting related to LIHTC properties in California. This role requires an in-depth understanding of federal and state regulations governing affordable housing, particularly LIHTC reporting requirements. The individual will prepare reports and ensure compliance with federal and state agencies, lenders, and investors.


Key Responsibilities:

LIHTC Compliance & Reporting

  • Prepare and submit required LIHTC compliance reports to the California Tax Credit Allocation Committee (CTCAC) and the California Debt Limit Allocation Committee (CDLAC).
  • Monitor income certifications, lease renewals, and annual compliance reporting to ensure LIHTC eligibility and adherence to income restrictions.
  • Ensure compliance with Section 42 of the Internal Revenue Code, HUD regulations, and California state regulations.
  • Maintain accurate documentation and compliance records for all properties, including tenant income certifications (TICs), rent rolls, utility allowances, and household eligibility records.
  • Work with property managers and third-party compliance consultants to ensure properties remain in full compliance with LIHTC requirements.

Lender & Investor Reporting

  • Prepare and submit quarterly and annual compliance reports to lenders, investors, and syndicators.
  • Ensure all financial and operational reports meet the requirements outlined in LIHTC partnership agreements.
  • Track and report debt service coverage ratios (DSCR), net operating income (NOI), occupancy trends, and other key compliance metrics.
  • Respond to lender and investor inquiries regarding property performance, compliance status, and regulatory filings.

Federal & State Regulatory Compliance

  • Assist with annual audits and file reviews conducted by CTCAC, CDLAC, HUD, and other regulatory agencies.
  • Ensure compliance with Extended Use Agreements (EUA) and regulatory agreements tied to LIHTC projects.
  • Maintain knowledge of changes in LIHTC regulations, fair housing laws, and state agency requirements to ensure ongoing compliance.
  • Support preparation of documents for IRS Form 8823 (Noncompliance Reports) and 8609 filings when necessary.
  • Technology & Data Management
  • Utilize compliance software such as Yardi, RealPage, Procore, or Boston Post to manage reporting.
  • Maintain a centralized compliance database with all necessary documents, certifications, and tenant files.

Qualifications & Skills:

  • Bachelor’s degree in Business Administration, Accounting, Finance, Real Estate, or a related field.
  • 3+ years of LIHTC compliance experience in California (experience with CTCAC, CDLAC, HUD, and IRS Section 42 regulations preferred).
  • Strong understanding of tenant income certifications (TICs), utility allowances, fair housing laws, and rent restrictions.
  • Experience working with lenders, syndicators, investors, and regulatory agencies in an affordable housing compliance role.
  • Proficiency in Microsoft Excel, compliance tracking software (Yardi, RealPage, Boston Post, or similar), and cloud-based reporting tools.
  • Excellent written and verbal communication skills in English.
  • Ability to work independently in a remote setting, manage multiple deadlines, and respond effectively to compliance audits.

Preferred Qualifications:

  • HCCP (Housing Credit Certified Professional), SHCM (Specialist in Housing Credit Management), or equivalent LIHTC certification.
  • Experience with HUD Section 8, HOME, or other affordable housing programs in addition to LIHTC.
  • Familiarity with California-specific affordable housing laws and reporting requirements.
