Role & responsibilities

Key Responsibilities

1. Tender Preparation:

• Review tender documents, drawings, and specifications to understand project requirements.
• Prepare detailed Bill of Quantities (BOQs) and cost estimates for tenders.
• Ensure tender submissions comply with government norms, including DSR (District Schedule of Rates) and other applicable standards.

2. Cost Analysis and Budgeting:

• Conduct rate analysis for materials, labor, and equipment in line with government standards.
• Prepare cost breakdowns and forecasts to ensure competitive pricing.
• Analyze project feasibility and recommend cost-effective solutions.

3. Documentation and Compliance:

• Prepare and compile all necessary documentation for tender submissions, including technical and financial bids.
• Ensure compliance with government procurement policies, legal requirements, and safety standards.
• Maintain accurate records of all tenders, including correspondence, approvals, and submissions.

4. Coordination and Communication:

• Collaborate with the design and project teams to gather inputs for tender preparation.
• Coordinate with vendors and suppliers to obtain quotations and negotiate pricing.
• Communicate effectively with government officials and consultants during the tendering process.

5. Risk Assessment and Strategy:

• Identify risks associated with tender requirements and propose mitigation strategies.
• Develop strategies to improve the companys success rate in securing government contracts.
• Conduct market research to analyze competitor bids and pricing trends.

6. Post-Tender Activities:

• Follow up with government authorities on tender evaluations and clarifications.
• Assist in contract negotiations and ensure a smooth transition to the execution phase upon project award.
• Prepare reports on tender performance and areas for improvement.

Preferred candidate profile

Key Qualifications and Skills

Educational Background:

• Bachelors degree in Civil Engineering or a related field.
• Certification in construction management or procurement (preferred).

Experience:

• 10-15 years of experience in tendering for government infrastructure projects.
• Proven track record of preparing winning bids for public sector contracts.

Technical Skills:

• Proficiency in tendering software, AutoCAD, MS Excel, and ERP systems.
• Strong understanding of government tendering processes, DSR, and public procurement policies.
• Expertise in rate analysis, BOQs, and cost estimation techniques.

Soft Skills:

• Strong analytical and problem-solving abilities.
• Excellent written and verbal communication skills for preparing and presenting tenders.
• Ability to manage multiple tenders simultaneously under strict deadlines.
