Criteria to set up HIL bench need device under test schematic diagram, types of IO need to simulate and based on that we need short list the simulator like dspace, speedgoat or OpalRT ( based on budget and IO mgs transfer rate from simulator to DUT), harness sheet, load box, to read/write CAN mgs what type of tools like vector or INCA tool. Need to build HIL Model using MATLAB simulink. Software wise need to go for GUI console to control signal like controldesk or RTlab. Automatic manual test case and to execute using Automationdesk or Python tools
