There are 2 ways :

1 - With Vendor Invoice MIRO , Billing relevance needs to set as "F"

2 - With Vendor Delivery challan MIGO, billing relevance needs to be as "G"

So, the question is based on Invoice receipt which means MIRO case, then NO we cannot create Invoice to customer without vendor Invoice.
