Decide on the goals and communicate then very clearly at the start of the year. Expectations needs to be absolutely clear and there needs to be a mechanism to quantify the performance. Also monthly 1-1s should be conducted and clear feed back should be provided. Data needs to be maintained and documented month on month. Towards the end of the year, team would already have a fair idea of their rating and it will be easy for the lead to give ratings without any conflicts. Incase there are any conflicts, the lead will have the data for the entire year to explain.
