Nothing to like in underground mining department.

...they behavior are rude, miners are using technician like labours, (E&M) shift incharges don't know mechanical work trouble shooting, salary growth is poor, company food is not good,

...my point of view, this organisation is not good for a lateral Bachlore engineer. salary structure is also not good. culture is average if your boss like you means you go up otherwise it is difficult to get easily promotion with own strength.
