Frequent changes in higher up post or competent authority post makes lots of differences. Many times institute is to function without authority post.

Working at mgiri I realised that I'm a youth and this place isn't for me. I'm not a person who's going to take a 15k stipend just to sit in a library, eat my lunch, do nothing and come back home. I did actually came up few ideas for small scale industries which the scientific officer I was under told me to send on his e-mail but never really took a heed to look through it or any interest.Its just like any other government organisation, slow and steady with no growth no interest or zeal to work.
