Position Description:
The principal objective of this role is to ensure good performance of the MEL function in the country, promoting evidence-based decision making in the management process. The incumbent should independently lead and guide the strategy and evaluation design of MEL within all projects.
The primary responsibility of the incumbent is to plan and implement 1) Design & conduct robust impact evaluations 2) Systems and procedures that generate timely and high quality data 3) Analysis of data that enables adaptive management within the project. S/he will advise in all technical activities related to monitoring and evaluation. S/he will be reporting to the Country Director.
The role would require the incumbent to be in direct and constant communication with the Project Managers, the coordinators of various components of the project, and senior leadership team.
Key Responsibilities:
The Monitoring, Evaluation & Learning Lead will work closely with the leadership and Donor
stakeholder teams in evaluation, impact studies and reporting the MEL studies; developing and
undertaking structured monitoring and evaluation of different projects on a periodic basis.
• Development of MEL framework including key indicators for all the components of the work,
development of tools and process for data collection and reporting. The role will work alongside the implementation teams and drive Strategic and Impact Interventions and Assessments.
• Utilize the established framework, methodology and procedures for monitoring and evaluating
program performance in accordance with the logical framework and donor reporting requirements
• Conduct regular field visits to support implementation of MEL activities
• Work with senior program management to integrate MEL data into program planning and
decision-making processes
• Develop tools for managing and reporting economic benefit indicators, multidimensional impact evaluations of multiple program interventions
• Establish and maintain strong working relationships with Donors and Stakeholders to oversee and manage strategic relationships.
• Coordinate the expertise of all relevant knowledge exchange and innovation activities, raising
awareness of and harnessing relevant funding and partnership streams. Institutional partnerships and funding opportunities
• Under guidance of the Country Director, develop and maintain strategic partnerships with potential donor agency partners and related government departments, corporations, academia and other relevant agencies
Requirement:
• Candidate should have a 15-20 years of experience in conducting monitoring and evaluation of development projects.
• Demonstrated ability to collaborate and work effectively in a matrix structure and ability to
work independently under tight deadlines
• Demonstrated ability to work in an entrepreneurial and fast paced environment
• Should have demonstrated very high team management capabilities
• Should be proficient in using quantitative techniques in field surveys and qualitative
methods in impact evaluation.
• Should possess demonstrated knowledge on standard monitoring and evaluation tools
such as logical framework, results framework analysis, etc.
• Candidate should be capable of using Digital Technology in implementing MEL functions.
• Should have excellent analytical skills and ability to undertake field assessment and
synthesize data preferably using statistical packages. Should be comfortable with data
visualization tools.
• Candidate should have excellent communication (oral as well as written), report writing, and
presentation skills and should be proficient in MS Office, relevant database management and
analysis software.
• Should be able to engage with donors on a high-level discussion on MEL aspects including,
evaluation designs, sampling approaches, outcomes of intervention and policy implications.
• Demonstrated ability to collaborate and work effectively in a matrix structure.
• Possess varied leadership experiences; able to make decisions under stress.
• Demonstrated team management ability as well as being to work well independently.
• The candidate should be flexible to travel extensively to project locations.
