QHSE Officer/Engineer/Sr. Engineer

Job Description:

As a QHSE Engineer, you will be responsible for ensuring the adherence to quality, health, safety, and environmental standards across projects, sites, and operations. You will lead and monitor quality and HSE compliance, implement systems, conduct audits, and work closely with project teams and contractors to ensure quality and safety goals are met.

Key Responsibilities:

1. Quality Management:

• Identify and interpret customer-specific requirements specified in tender documents related to quality, HSE, and legal aspects.
• Communicate and monitor compliance with these requirements throughout the project lifecycle.
• Ensure 100% implementation of quality control processes such as phase-wise quality checks, FQPs, etc.
• Conduct inspections of site execution activities as per Quality Assurance Plans (QAPs), phase-wise quality checks, drawings, BOQs, and other terms & conditions, and highlight non-conformities to the project team.
• Analyze and address punch points after project completion to prevent rework and repairs, reducing costs and time delays in future projects.

2. Health, Safety, and Environmental (HSE) Management:

• Implement HSE procedures and systems with guidance from the QHSE Head Office.
• Ensure the installation of necessary HSE signage and safety features on-site, including plant layouts, speed limits, first aid charts, and parking arrangements for hazardous materials.
• Ensure statutory compliance with local laws, HSE regulations, and QHSE standards for the site, including Projects, Operations & Maintenance Services (OMS), stores, and HR.
• Monitor and enforce safety procedures to prevent accidents and promote a safe working environment.

3. Contractor Mobilization and Compliance:

• Oversee contractor mobilization activities ensuring compliance with applicable legal requirements, including document verification and training on quality & HSE practices.
• Conduct regular reviews to ensure compliance with Work Orders (WO) and HSE terms and conditions.

4. Documentation and Reporting:

• Ensure proper documentation of quality and HSE aspects such as Phase-wise quality checks, NCRs (Non-Conformance Reports), CAPA (Corrective and Preventive Actions), material inspections, punch points, incident investigations, unsafe acts, etc.
• Regularly report QHSE updates and activities to the QHSE Head Office (daily/weekly/monthly).

5. Continuous Improvement and Auditing:

• Conduct plant quality audits periodically to verify compliance and take corrective actions where necessary.
• Implement the IMS system at sites and ensure no safety or quality systems are bypassed in the plant.
• Report IMS status to the Head Office on a regular basis.

6. Site Management:

• Ensure visibility of QHSE measures on site through appropriate signage and other safety features.
• Take necessary actions for setting up new sites, including plant layout, assembly points, parking arrangements, and hazardous material storage.
• Oversee statutory and QHSE compliance across all areas, including Projects, OMS, stores, and HR/Admin functions.

Required Technical Skills:

• ISO Standards: Familiarity with ISO 9001, 14001, and 18001 (Awareness, Internal Auditor certifications).
• Quality Control: Ability to conduct quality checks and inspections, identify non-conformities, and ensure corrective actions.
• Safety Systems: Experience implementing safety systems and ensuring safety compliance.
• QHSE Reporting: Proficient in documenting and reporting quality and HSE-related issues and updates.

Leadership Skills:

• Team Motivation: Ability to motivate project teams to achieve customer and QHSE compliance.
• Responsibility: Strong sense of responsibility, ensuring tasks are completed on time and to the required standards.

IMS (Integrated Management System) Responsibilities:

• Implement and monitor the compliance of IMS systems at project sites.
• Ensure all safety and quality systems are adhered to and no critical systems are bypassed.
• Maintain records of near misses and accidents and report IMS status to the Head Office regularly.

Job Authority:

• Material Inspection: Authority to pass or reject materials/equipment during factory inspections or site inspections.
• Work Stoppage: Ability to stop any project execution or OMS/store activities that deviate from defined norms or quality standards.
• NCR Issuance: Authority to issue NCRs in case of deviations, non-conformities, or rejections.
• Training and Auditing: Conduct quality and HSE training sessions for Prozeal staff and contractors and perform site audits to verify compliance with QHSE standards.

Qualifications and Experience:

• Degree/Diploma in Engineering or relevant technical field.
• Proven experience in quality, health, safety, and environmental management within the construction or industrial sector.
• Familiarity with relevant standards and compliance regulations (ISO, OHSAS, etc.).
• Strong leadership and team management skills.
