Position Overview:

We are seeking an experienced and dynamic Capture Manager/Director of Capture Management to establish and lead our federal capture team in our India office. The ideal candidate will possess excellent English speaking skills, extensive contacts within US federal agencies, including contracting officers, and a proven track record of winning federal contracts. This role requires strategic thinking, strong leadership, and the ability to build and maintain relationships with key stakeholders.


Key Responsibilities:


1. Strategic Planning and Leadership:

  • Develop and implement effective capture strategies to secure federal contracts.
  • Lead and mentor the capture team, fostering a collaborative and high-performance environment.
  • Establish and maintain capture processes and best practices.

2. Market Research and Opportunity Identification:

  • Conduct thorough market research to identify and assess potential federal business opportunities.
  • Analyze federal procurement trends and agency needs to identify opportunities that align with the companys capabilities and strategic goals.
  • Maintain a robust pipeline of potential federal contracts.

3. Capture Strategy Development:

  • Develop comprehensive capture plans, including win strategies, competitive analysis, teaming approaches, and pricing strategies.
  • Collaborate with internal stakeholders, including business development, proposal teams, and subject matter experts, to align on strategies and execution.

4. Relationship Building and Stakeholder Engagement:

  • Build and maintain relationships with key stakeholders within federal agencies, including contracting officers and prime contractors.
  • Network with industry contacts to gather intelligence on upcoming opportunities and trends.

5. Proposal Management:

  • Oversee the development of high-quality proposals that meet federal requirements and align with capture strategies.
  • Coordinate with proposal writers, graphic designers, and other team members to ensure timely and compliant submissions.

6. Teaming and Partnerships:

  • Identify and secure teaming partners, subcontractors, or joint ventures to enhance proposal competitiveness.
  • Negotiate teaming agreements and define roles and responsibilities for partnerships.

7. Risk Management:

  • Identify potential risks associated with pursuing and executing federal contracts.
  • Develop and implement risk mitigation strategies to address legal, financial, and performance risks.

8. Bid and Proposal Review:

  • Conduct thorough reviews of bid and proposal documents to ensure accuracy, compliance, and competitiveness.
  • Manage proposal revisions and clarifications based on feedback from federal agencies.

9. Post-Submission Activities:

  • Engage in post-submission activities such as proposal clarifications, discussions, and bid protests as necessary.
  • Work with the contract management team to ensure smooth transition and execution upon award.

10. Performance Monitoring and Feedback:

  • Monitor the performance of awarded contracts and gather feedback for continuous improvement.
  • Implement lessons learned from previous capture efforts to enhance future strategies.

Qualifications and Skills:


Experience:

  • Extensive experience in US federal capture management, business development, or related fields.
  • Proven track record of winning federal contracts.
  • Established contacts within federal agencies, including contracting officers.
  • Experience working with federal procurement processes and regulations.

Skills:

  • Excellent English speaking and writing skills.
  • Strong leadership and team management skills.
  • Exceptional communication and interpersonal skills.
  • Strategic thinking and analytical skills.
  • Ability to build and maintain relationships with key stakeholders.
  • Proficiency in proposal development and management.

Education:

  • Bachelors degree in Business Administration, Marketing, or a related field. A Master’s degree or relevant certifications (e.g., PMP, APMP) are preferred.
