Job Description

Cost Expert-2 (Medical Equipment)
Project Name: Project for Establishment of Mizoram State Super-Specialty Cancer and Research Centre, Aizawl - Mizoram, India.
Functional Area: Equipment Cost Expert
Location: Salem - Tamil Nadu, India/Aizawl - Mizoram, India
Duration: 4 months (Intermittent Input)
Qualification:
Bachelor s degree in Biomedical Engineering/Medical electronics or Electronic.
Certifications in cost analysis or financial planning preferred.
Overall Professional Experience:
Minimum of 15 years of experience in cost analysis of medical equipment or related fields.
At least 7 years of experience in the medical or healthcare sector.
Experience in medical equipment planning and/or procurement, having contributed to at least 2 projects.
Experience working on Japanese ODA Loan Projects in any sector.
At least 1 year of experience in SAARC or ASEAN regions (preferable).
Work experience as a Clinical Engineer in healthcare or medical care facilities.
Strong knowledge of procurement processes and cost optimization techniques.

Role & Responsibilities:
Cost Estimation & Budgeting:
Lead the estimation of preliminary project equipment costs during the basic design phase, ensuring accurate forecasting of all associated costs.
Develop cost models and prepare detailed cost estimates for medical equipment procurement and installation.
Identify and quantify the costs related to equipment, components, consumables, transportation, and installation work, ensuring that the budget is comprehensive and aligned with project objectives.
Survey & Data Collection:
Conduct surveys of existing or similar healthcare facilities to gather information on operational and maintenance costs of medical equipment.
Assess the existing equipment in operational facilities to understand their functionality, lifespan, and associated costs to make informed decisions.
Collect data on the cost of spare parts, consumables, and other supplies necessary for the proper functioning of medical equipment.
Evaluation of Local Distributors & Service Providers:
Survey local distributors for warranty services, maintenance contract availability, and pricing.
Evaluate the reliability and service offerings of local vendors, ensuring they meet the operational needs of the project and provide cost-effective maintenance solutions.
Cost Breakdown Analysis:
Collect and analyze detailed data on equipment-related costs, including main components, consumables, transportation costs, turnkey work, maintenance contracts, and other related services.
Ensure a thorough understanding of all cost components and provide a comprehensive cost breakdown for each equipment item.
Collaborate with procurement teams to optimize cost-efficiency and select the best value options for the project.
Tender Evaluation & Compliance:
Assist the Project Management Unit (PMU) in evaluating financial documents related to equipment tenders, ensuring that the costs are in line with the project s financial goals.
Review tender submissions for compliance with project specifications, budget constraints, and cost-effectiveness.
Provide recommendations on cost optimization and value for money, ensuring that all financial aspects of the tender align with project needs.
Cost Reporting & Documentation:
Prepare and maintain detailed reports on cost estimations, budgets, and financial evaluations related to medical equipment.
Ensure that all cost reports are accurately documented and available for review by the project team and stakeholders.
Track and report any changes in cost projections, identifying areas where cost savings or adjustments can be made.
Collaboration with Project Stakeholders:
Work closely with the project team, including procurement specialists and clinical engineers, to align equipment cost management with overall project goals.
Provide regular updates on cost estimations, procurement strategies, and cost optimization efforts to senior management and stakeholders.
