Job Description

As a member of the executive leadership team, the CIO will be responsible for shaping and executing a comprehensive impact strategy that drives organizational growth, strengthens evidence generation, and amplifies Intelehealths global influence. This role demands exceptional leadership in overseeing large-scale evidence-generation studies, including Randomized Controlled Trials (RCTs) and implementation research, while aligning MLE systems with organizational strategy to inform decision-making, donor engagement, and program scalability.


Requirements
Essential Duties And Responsibilities:
Strategic Leadership in MLE
  • Lead the development and execution of Intelehealth\u2019s MLE strategy aligned with organizational goals and programmatic priorities.
  • Drive a culture of data-driven decision-making and adaptive learning across teams.
  • Ensure MLE systems generate actionable insights for continuous program improvement and scalability.

Research Design & Execution

  • Design and oversee rigorous research studies, including RCTs, quasi-experimental designs, and implementation research to evaluate program effectiveness and impact.
  • Develop study protocols, sampling strategies, data collection tools, and ethical review submissions.
  • Collaborate with program teams to embed research and learning into program design and delivery.
  • Lead partnerships with academic institutions and research organizations for co-creation and peer-reviewed dissemination of research findings.

Project Management

  • Manage end-to-end execution of complex evidence-generation projects, ensuring timely delivery of high-quality outputs.
  • Develop and monitor project work plans, budgets, timelines, and risk mitigation strategies.
  • Coordinate with cross-functional teams, external consultants, and partners to achieve project milestones.
  • Ensure compliance with donor requirements and ethical standards in research execution.

Monitoring & Evaluation Systems

  • Strengthen and manage data systems for continuous program monitoring, learning, and reporting.
  • Oversee the development of program-specific monitoring frameworks, indicators, and data collection systems.
  • Ensure data quality and integrity through robust data management and verification processes.

Knowledge Management & Learning

  • Translate evidence and insights into practical recommendations for program and strategy refinement.
  • Lead the dissemination of research findings through reports, policy briefs, peer-reviewed publications, and presentations to stakeholders.
  • Facilitate learning workshops and knowledge-sharing sessions internally and externally.

Donor Engagement & Reporting

  • Collaborate with the fundraising team to align MLE activities with donor priorities.
  • Develop high-quality reports, learning briefs, and presentations for donors and stakeholders.
  • Support proposal development by designing MLE frameworks and work plans for new projects.

Team Leadership & Capacity Building

  • Lead and inspire a high-performing, cross-functional MLE team , fostering a culture of innovation, accountability, and collaboration.
  • Mentor senior staff and build organizational capacity in impact measurement , evaluation , and data-driven decision-making .
  • Ensure consistent investment in professional development and knowledge-sharing across teams.

Organizational Leadership & Strategy

  • Serve as a key member of the executive leadership team , contributing to Intelehealth\u2019s strategic vision, growth, and sustainability.
  • Lead the design and execution of a robust, organization-wide Impact and MLE strategy that informs program development, scalability, and strategic decisions.
  • Develop and oversee an integrated Monitoring, Evaluation, and Learning (MEL) framework aligned with Intelehealth\u2019s theory of change and strategic objectives.
  • Drive a culture of evidence-based decision-making , continuous learning, and adaptive program improvement across the organization.
  • Advise the CEO and Board on emerging trends, risks, and opportunities related to impact measurement and organizational learning.

Research Design & Execution

  • Lead the development of high-quality impact reports , learning briefs , and policy recommendations to effectively communicate results to donors, governments, and partners.
  • Collaborate with the CEO and fundraising teams to design compelling impact narratives and MLE frameworks for fundraising proposals and grant applications .

Team Leadership & Capacity Building

Qualifications:

Masters or Doctoral degree in Public Health , Epidemiology , Health Economics , Development Studies , Social Sciences , or a related field.



Experience:

  • 10-12 years of progressive experience in monitoring, evaluation, and research
