Position Overview

We are seeking a highly skilled OSS / BSS Technical Program Manager with experience in managing large-scale technical implementations of OSS (Operations Support Systems) and BSS (Business Support Systems) platforms. The ideal candidate will have a sound understanding of OSS/BSS platforms such as NMS Works, Comviva, Ciena Blue Planet, Amdocs, and other similar solutions. The role demands strong experience in technology architecture, including microservices, DevOps, and CI/CD pipeline management, coupled with excellent program management skills to deliver complex projects within the telecom industry.

This role will be based in Delhi and will involve collaborating with cross-functional teams to ensure the successful deployment of OSS/BSS solutions, managing timelines, resources, and ensuring that technical solutions meet business objectives.

Key Responsibilities

• Program Management & Execution:
• Lead and manage large-scale OSS/BSS implementations and transformations, ensuring the successful execution of projects within scope, budget, and timelines.
• Develop and manage detailed project plans, schedules, resource allocation, and risk mitigation strategies for OSS/BSS programs.
• Ensure program objectives align with business goals and track progress towards successful delivery.
• Provide technical oversight and leadership throughout the project lifecycle, ensuring that delivery teams adhere to best practices and quality standards.
• Technology Architecture & Implementation:
• Work closely with architects and engineering teams to define and implement technology architecture for OSS/BSS solutions, ensuring scalability, performance, and alignment with business needs.
• Guide teams in leveraging microservices architecture, DevOps practices, and CI/CD pipeline management to automate and streamline deployment processes.
• Ensure seamless integration of various OSS/BSS components, such as NMS Works, Comviva, Ciena Blue Planet, Amdocs, and other telecom platforms.
• Oversee the configuration, customization, and integration of these platforms with existing telecom systems and networks.
• Stakeholder & Vendor Management:
• Collaborate with internal stakeholders, including product teams, IT, and business leaders, to ensure alignment and communication across departments.
• Manage vendor relationships with technology partners, ensuring effective collaboration, issue resolution, and performance tracking for OSS/BSS solutions.
• Serve as the primary point of contact for stakeholders regarding project progress, technical challenges, and risk mitigation.
• Risk Management & Quality Assurance:
• Identify, assess, and mitigate technical and operational risks associated with OSS/BSS programs.
• Monitor program performance, ensuring technical solutions meet predefined quality standards, and track key performance indicators (KPIs).
• Conduct regular program reviews, providing status updates, ensuring corrective actions are taken, and promoting continuous improvement.
• Team Leadership & Development:
• Lead cross-functional teams, providing guidance, mentorship, and support to engineers, architects, and other team members.
• Foster a collaborative team environment, ensuring clear communication and motivation to meet project milestones.
• Encourage the adoption of new tools and technologies, promoting best practices in DevOps, microservices architecture, and cloud-based solutions.
• Documentation & Reporting:
• Ensure proper documentation of all technical solutions, configurations, and implementations.
• Prepare regular reports and presentations for senior management and other stakeholders, highlighting progress, risks, and achievements.

Required Skills & Qualifications

• Sound understanding of OSS/BSS platforms, including experience with NMS Works, Comviva, Ciena Blue Planet, Amdocs, or similar platforms.
• Proven experience in technology architecture, including microservices, DevOps, and CI/CD pipeline management.
• 8+ years of experience in program management and leading large-scale technical implementations, particularly in the telecom sector.
• Strong technical background, with hands-on experience in managing complex OSS/BSS projects from initiation through to delivery.
• In-depth understanding of telecom networks, service delivery, and integration processes for OSS/BSS solutions.
• Ability to define and implement end-to-end solution architectures and ensure they meet the business and technical requirements of telecom operators.
• Strong knowledge of cloud platforms (AWS, Azure, Google Cloud) and network automation tools is a plus.
• Experience with Agile, Waterfall, or Hybrid methodologies for managing large-scale projects.
• Excellent communication and leadership skills, with the ability to interact with stakeholders at all levels and lead cross-functional teams.
• Strong problem-solving skills and the ability to manage complex technical challenges under pressure.
