Senior Divisional Officer
Within delegated authority, the Senior Divisional Officer will be responsible for:
- Direct and manage the Division for Management (DM), which comprises the Financial Resources Management Service (FRMS), the Human Resources Management Service (HRMS), the Information Technology Service (ITS), the General Support Section (GSS), and the Security and Safety Service.
- Contribute to the formulation of strategies and policies by participating in various committees, preparing documents on policy issues, and advising the Executive Director/Director-General.
- Provide leadership to the development of innovative and/or change management programmes/project.
- Formulate and implement the substantive work programmes/ project of the Services/Sections under her/his supervision, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
- Oversee the management of activities undertaken by the Services/Sections, ensure that programmed activities are carried out in a timely fashion and co-ordinate work in the different areas both within the Division, and with other organizations, donors and agencies as appropriate.
- Co-ordinate and oversee the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme/ project Coordination, Economic and Social , the Board of Director and other policy-making organs, as appropriate.
- Report to interorganizational bodies on budget/programme/ project performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
- Ensure that the Division's outputs comply with mandates and maintain high- quality standards; that reports are clear, objective and based on accurate as well as comprehensive data.
- Oversee programmatic/administrative tasks necessary for the functioning of the Division, including preparation of budgets, resource allocation and human resources management, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, managing and facilitating relationship and collaboration with internal and external oversight bodies, preparation of inputs for results-based budgeting, evaluating of staff performance, and assessment of candidates for job openings.
- Oversee the recruitment, management and evaluation of staff for the Division, including taking account geographical representation and gender balance and other institutional values.
- Manage, guide, develop and train staff under his/her supervision; foster teamwork and communication among staff in the Division and across organizational boundaries.
- Chair meetings, seminars, etc., on substantive-related issues; represent the organization at international, regional, inter-agency meetings, seminars and conference; provide programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.
- Represent the Executive Director/Director-General in consultations and discussions with staff and elected staff representatives.
- Maintain productive and cooperative relations with counterparts in the host organization on matters relating to the seat agreement,
- Maintain productive and cooperative relations with counterparts of the other Organizations.
- Direct the implementation of the Headquarters' Minimum Operating Security Standards.
- Perform other work-related duties as requested by the Executive Director of the Organization.
