Job Summary

The OSP (Outside Plant) Telecom Network Engineer is responsible for the planning, design, implementation, and maintenance of outdoor telecom infrastructure. This includes fiber optic networks, copper lines, and other telecom infrastructure that supports the backbone of telecom services. The OSP engineer ensures the proper installation, configuration, and optimization of outside plant systems and works to ensure the network is resilient, scalable, and high-performing. The role also involves managing the physical aspects of the telecom network and collaborating with internal and external stakeholders to meet project and operational goals.

Key Responsibilities

  1. Network Design & Planning
    • Design and plan outside plant (OSP) telecom networks, including fiber optic and copper networks, ensuring the infrastructure meets both current and future capacity requirements.
    • Conduct site surveys and feasibility studies to identify optimal locations for network deployment and evaluate environmental factors that might impact construction and installation.
    • Develop detailed project specifications, including network designs, diagrams, and bills of materials (BOMs) for OSP network installations.
    • Ensure that network designs comply with industry standards, safety regulations, and local guidelines.
  2. Installation & Implementation
    • Supervise and oversee the construction and installation of OSP telecom infrastructure, including fiber optic cables, ducts, poles, and network equipment.
    • Coordinate with external vendors and contractors to ensure timely and high-quality execution of network installations.
    • Manage the deployment of OSP equipment such as splice closures, patch panels, fiber optic cables, and other network components.
    • Ensure that installation activities are completed according to the project timeline and within budget, while maintaining quality and safety standards.
  3. Fiber Optic and Copper Network Management
    • Install, test, and maintain fiber optic and copper network infrastructure, ensuring optimal performance and connectivity.
    • Perform splicing and termination of fiber optic cables, including testing and troubleshooting to ensure signals meet the required performance standards.
    • Manage the physical fiber network, ensuring effective mapping and maintenance of fiber routes, and address any issues related to fiber splicing, attenuation, and signal loss.
    • Oversee copper network installations and maintenance, ensuring proper signal integrity and compliance with safety standards.
  4. Network Troubleshooting & Optimization
    • Perform troubleshooting and diagnostics for OSP network issues, including cable cuts, signal degradation, and equipment failures.
    • Use network testing tools (OTDR, power meters, etc.) to measure and monitor the health of the outside plant network.
    • Implement optimization measures to improve network performance, ensuring high reliability and minimal downtime.
  5. Documentation & Reporting
    • Create and maintain detailed records of OSP network installations, including as-built drawings, schematics, and configuration documentation.
    • Develop and maintain accurate documentation on fiber and copper network layouts, including fiber splicing maps and cable records.
    • Provide regular updates and reports on project status, including progress, issues, and potential risks.
  6. Project Coordination & Management
    • Collaborate with project managers and other engineering teams to plan and coordinate the deployment of OSP networks across various locations.
    • Monitor project timelines and ensure that all network installations are completed on schedule.
    • Manage vendor relationships for the procurement of OSP materials, equipment, and services, ensuring compliance with service level agreements (SLAs).
    • Conduct site inspections and quality assurance checks to ensure that network installations meet design specifications and industry standards.
  7. Health & Safety Compliance
    • Ensure compliance with local and national safety regulations and standards related to OSP telecom network installation.
    • Monitor construction and installation processes to ensure adherence to safety protocols, reducing the risk of accidents and downtime.
    • Conduct site safety audits and provide safety training for installation teams.
  8. Collaboration & Support
    • Work closely with internal teams (design, planning, operations, etc.) and external contractors to ensure smooth project execution and operations.
    • Provide technical support during network construction and after installation to resolve any issues related to OSP infrastructure.

Qualifications

  • Education:
    • Bachelors degree in Telecommunications, Electrical Engineering, or related field.
    • Additional certifications or specialized training in fiber optics or OSP network design/installation is a plus.
  • Experience:
    • 3-5 years of experience in OSP network engineering, with expertise in the design, implementation, and maintenance of fiber optic and copper networks.
    • Experience with splicing, terminating, and testing fiber optic cables, as well as knowledge of copper cable systems.
    • Strong understanding of outside plant construction and safety regulations.

    • Knowledge of fiber optic technologies, copper cabling, and network design principles.
    • Familiarity with industry-standard tools for fiber testing, such as OTDR, fiber splicing kits, and power meters.
    • Experience with cable routing, trenching, and aerial installation methods.

    • Ability to manage multiple network deployment projects simultaneously, ensuring adherence to timelines, budgets, and quality standards.
    • Proficiency in project management tools and methodologies to track project progress and report on outcomes.
  3. Problem-Solving & Troubleshooting
    • Strong analytical skills to diagnose network issues and identify effective solutions.
    • Experience in performing root cause analysis and implementing corrective measures for network issues.
  4. Communication Skills
    • Excellent communication skills for interacting with internal teams, vendors, contractors, and clients.
    • Ability to document and present complex technical details in a clear and concise manner.
  5. Collaboration & Teamwork
    • Ability to work well within a team and collaborate with other engineering, design, and operations teams.
    • Ability to coordinate effectively with external vendors and contractors to ensure timely delivery of network components.

Technical Skills

  • OSP Network Design: Experience in designing and planning fiber optic and copper OSP networks.
  • Fiber Splicing & Testing: Hands-on experience with fiber splicing, testing with OTDR and power meters, and fault isolation.
  • Construction & Installation: Knowledge of the installation process for OSP telecom infrastructure, including trenching, duct laying, and aerial installations.
  • Safety Standards: Familiarity with safety regulations and practices for OSP network construction and installation.
  • Network Management Tools: Proficiency in network documentation and mapping software (e.g., GIS systems).

Work Environment

  • Location: Field-based, with travel to various project sites for installations, maintenance, and troubleshooting.
  • Shifts: May involve irregular hours or weekend work depending on project requirements or network issues.
  • Tools: Use of network testing tools, GPS systems, fiber splicing equipment, and project management software.

This role is ideal for an engineer with hands-on experience in deploying, maintaining, and troubleshooting OSP telecom networks, particularly fiber optic and copper networks. The OSP Telecom Network Engineer will be involved in both the project implementation and ongoing operational management of outside plant infrastructure
