Assumptions:
1) we are just talking about Delhi and not NCR (as for NCR we will take more area according to our assumption), hence length= breadth = 50km, so area will be 2500KM

2) There is a traffic light after each KM

Answer=
Area = Length x Breadth, 
so, area = 2500Km                        
and there is a traffic light after every Km, so traffic lights are 2500.

Now, Use common knowledge
At every round-about or where 4 roads are meeting there will be 4 Traffic lights present but it is not for every KM.                      
so assuming 25% of the area will have 4 lights in a KM
so, 25% of 2500 = 625 (600 approx.)                              .
therefore, 600 x 4 = 2400 -----(1)                                       .
and 2500 (from initial) - 600 (25% of 2500) = 1900--(2)                             .                                                                           .

So, adding (1) + (2)
we get, 4300 traffic lights.                                                  .
