Lap length consider for unequal bar, while anchorage length is the equivalent length of the reinforcement bar which is considered to be available when the stright bar is bent through some angle.

lap length is to be provided to safely transfer the load. Development length is provided to transfer the load from steel to concrete. It is also known as anchorage length.
