Account head head wants to keep all the things with him and not very supportive. His team too. They knowingly slow down the purchase activities as purchase fellow is not having negotiations skills. Even new HR head (Lady) also not having professional HR approach. She is behave freely with A/c and purchase dept. And harras other dept at HO.
