SalezShark is seeking an experienced Lead - Proposal Development/Proposal Manager to join our team. The ideal candidate will have at least 5 years of experience in proposal writing, project management (PMP certification required), and a strong background in federal contracting, particularly within the Department of Defense (DoD). The candidate must be able to demonstrate a history of winning federal contracts within the last two years, with an in-depth understanding of IDIQ contracts, GWACs such as GSA MAS, Polaris SB, and OASIS+. This position requires the ability to manage and respond to government solicitations, RFIs, and sources sought requests effectively.
Key Responsibilities:
Proposal Development: Lead the full lifecycle of proposal development, from identification to submission, ensuring compliance with government requirements and meeting deadlines.
Technical Writing: Produce high-quality, detailed proposals, white papers, RFIs, and sources sought responses with a focus on federal, DoD, and IT services.
Win Strategy: Develop and implement winning strategies for proposals, leveraging past performance and company strengths.
RFP/RFI Management: Analyze and respond to Requests for Proposals (RFPs), Requests for Information (RFIs), and Sources Sought notices in a timely and organized manner.
Collaboration: Work with internal teams, including technical SMEs, to gather information, write, and edit content for proposals and ensure alignment with IETS capabilities.
Research: Identify opportunities through IDIQs and GWACs such as GSA MAS, Polaris SB, OASIS+, and other government contracting vehicles. Track and maintain knowledge of evolving requirements and new government initiatives.
Compliance: Ensure all proposals meet the governments formatting and content requirements, including proposal submission portals like SAM.gov, GSA eBuy, and others.
Project Management: Oversee the proposal process from initiation through submission and post-award debrief, adhering to deadlines and managing internal contributors to ensure timely delivery.
Required Qualifications:
Experience: Minimum 5 years of experience as a proposal manager/technical writer in federal contracting, particularly with DoD proposals.
Certifications: Project Management Professional (PMP) certification required.
Track Record: Demonstrated success in winning federal contracts within the last two years.
Contracting Knowledge: In-depth understanding of IDIQ contracts, GWACs (GSA MAS, Polaris SB, OASIS+), and other government contracting vehicles.
Technical Skills: Strong technical writing skills with an ability to translate complex technical solutions into clear, compelling proposals.
Collaboration: Experience working cross-functionally with technical, management, and business development teams.
Organization: Excellent project management skills and the ability to manage multiple deadlines and competing priorities.
Communication: Strong written and verbal communication skills.
Tools: Proficiency with proposal management and submission tools (e.g., SharePoint, Salesforce, GovWin, SAM.gov, etc.).
Experience with Native Hawaiian Organizations (NHO) or other 8(a) businesses.
Familiarity with DoD acquisition processes, Small Business Innovation Research (SBIR) programs, and other government initiatives.
Experience developing and maintaining proposal content libraries
