Job Hopping Dilemma

I am a Mechanical Design Engineer with 4.5 years of experience, and during this time, I’ve worked with four different companies, with my longest tenure being 20 months at one place. While I’ve been performing well in technical rounds during interviews, I am frequently asked about my job changes. Despite excelling in these rounds, interviewers often reject me due to my history of switching jobs annually. What I don’t understand is why these companies call me for interviews in the first place if they have concerns about my job history. Wouldn’t it be more efficient for them to reject me at the resume shortlisting stage? This back-and-forth is demotivating, and I’m left questioning why I’m being rejected after proving my technical expertise. I’m seeking some clarity on how to better navigate this and would appreciate any advice or suggestions from others who may have faced similar challenges.
