Job Title: Safety Engineer - Chemical Plant Construction

Reports to: HSE Manager / Project Manager (Client / Consultant)

Job Summary:

The Safety Engineer will be responsible for developing, implementing, and monitoring safety programs and procedures to ensure compliance with local, national, and international safety regulations in a chemical plant construction project. The role involves risk assessments, site inspections, and ensuring adherence to occupational health and safety standards to prevent accidents and incidents.

Key Responsibilities:

1. Safety Compliance & Regulations:

• Ensure compliance with local and international safety laws, regulations, and best practices.
• Develop and enforce site-specific safety policies, procedures, and standards for chemical plant construction.
• Ensure adherence to OSHA, NFPA, API, and other relevant safety codes.

2. Risk Assessment & Hazard Control:

• Conduct hazard identification and risk assessments (HIRA, HAZOP, JSA, etc.).
• Implement control measures to mitigate identified risks, especially those related to hazardous chemicals and high-risk construction activities.
• Monitor and evaluate safety risks associated with working in confined spaces, handling chemicals, and using heavy equipment.

3. Site Safety Inspections & Audits:

• Perform regular site inspections and audits to identify unsafe conditions and practices.
• Recommend corrective actions and ensure implementation to maintain a safe working environment.
• Maintain records of safety inspections, audits, and compliance reports.

4. Incident Investigation & Reporting:

• Investigate workplace accidents, incidents, and near-misses.
• Prepare detailed reports with root cause analysis and corrective actions.
• Implement lessons learned to prevent recurrence of incidents.

5. Safety Training & Awareness:

• Develop and conduct safety training programs for workers, supervisors, and management.
• Ensure all personnel are aware of emergency procedures, PPE requirements, and hazardous material handling.
• Conduct toolbox talks and safety meetings regularly.

6. Emergency Preparedness & Response:

• Develop and implement emergency response plans for fire, chemical spills, and other hazards.
• Conduct emergency drills and evaluate response effectiveness.
• Ensure availability and proper maintenance of firefighting and first-aid equipment.

7. Safety Documentation & Reporting:

• Maintain safety records, reports, and documentation as per regulatory requirements.
• Provide safety performance reports and KPIs to management.
• Assist in the preparation of safety compliance documentation for regulatory authorities and clients.

Qualifications & Experience:

• Bachelor's degree in Engineering / Diploma, Occupational Health & Safety, Environmental Science, or a related field.
• Minimum 5+ years of experience in safety management within chemical plant construction or industrial projects.
• In-depth knowledge of OSHA, NFPA, API, and other relevant safety standards.
• Experience in HAZOP, HIRA, JSA, and Permit to Work (PTW) systems.
• Certification in NEBOSH, OSHA 30/40, IOSH, CSP, or equivalent will be better is have.
• Familiarity with hazardous material safety (HAZMAT) and chemical process safety management (PSM).
• Strong communication, leadership, and problem-solving skills.
