Location: New Delhi
Reporting to: Executive Director
Duration : 12 months, with the possibility of renewal for an additional year based on performance

About IWWAGE:
Institute for What Works to Advance Gender Equality (IWWAGE) aims to build on existing research and generate new evidence to inform and facilitate the agenda of women s economic empowerment. IWWAGE is an initiative of LEAD, an action-oriented research centre of IFMR Society (a not-for-profit society registered under the Societies Act). LEAD has strategic oversight and brand support from Krea University (sponsored by IFMR Society) to enable synergies between academia and the research centre.
About the Programme:
BRAC International has signed a MoU with the Deendayal Antyodaya Yojana National Rural Livelihoods Mission (DAY-NRLM) to pilot the adaptation of the ultra-poor graduation approach for promoting inclusive livelihoods for the most vulnerable and excluded communities across five states in India. IWWAGE has set up a National Program Management Unit (NPMU) on behalf of BRAC to provide implementation and coordination support to NRLM for the programme. The NPMU team is embedded within the NRLM office and reports to the Joint Secretary, DAY-NRLM, MoRD.
About the Role:
Program Manager MIS is responsible for designing and implementing robust decision support systems (DSS) and processes for program monitoring, managing data and information flow, and facilitating learning across the states and ensuring that the program achieves its intended impact through continuous improvement. This position will coordinate with external agencies assigned for concurrent and impact evaluations of the state programs to create and manage feedback loops and facilitate the flow of consolidated periodic input for supporting decision-making and learning at the national level. The position will be based at the DAY-NRLM office.
Roles Responsibilities:
  • Develop the MIS framework, strategies and data collection tools on all programmatic components in consultation with the NPMU and BRAC teams;
  • Facilitate the development of an appropriate programmatic dashboard for monitoring and evaluation in close coordination with the MIS team of SRLMs and DAY-NRLM;
  • Provide support in designing, field testing and roll-out of the program MIS systems at the state level by coordinating with SPMU and SRLM MIS teams;
  • Facilitate the development of systems for integration with the National MIS by coordinating and working closely with the MIS teams of SRLMs and DAY-NRLM;
  • Analyse MIS data to track the program performance and create monthly and quarterly reports/presentations on program progress at the national level for DAY-NRLM and NPMU;
  • Support the NPMU team in preparing reports and presentations;
  • Monitor the processes of data collection and reporting at the state level to ensure data quality;
  • Build the capacity of the SPMU and SRLM teams on the usage of MIS data for decision-making, data analysis, visualisation and reporting to improve program implementation;
  • Develop grading/performance assessment parameters in consultation with the NPMU and DAY-NRLM and conduct periodic grading/assessment of states;
  • Coordinate with external agencies tasked with concurrent evaluation and impact evaluation of state programs and consolidate their findings and recommendations at the national level;
  • Lead or support thematic research and other studies as required to support program design;
  • Create program learning outputs that capture best practices, new intervention models, innovative processes, and lessons from failures;
  • Any other task assigned by the DAY-NRLM/BRAC International.
Required Qualifications:
Academic Qualification :
  • B. Tech or equivalent degree in Computer Science (CS) or Information Technology (IT) / M. Tech or equivalent degree in CS or IT / Master Degree in Rural Management/Development/Social Studies/Social Work/Economics/Statistics from a reputed institution.
Professional Experience :
At least 5 years of work experience in rural livelihoods, community institution-based development projects and poverty alleviation projects, including:
  • Working with rural grassroots programmes, especially for capacity-building, social protection, or livelihood promotion;
  • Developing and/or managing a Monitoring Information System (MIS) for livelihoods or social development programmes;
  • Experience in designing and managing programmatic dashboards of large-scale livelihoods or social development programmes;
  • Managing, interpreting, and analysing large data sets, data visualisation, and preparing reports and presentations.
Expectations :
