If you want to target CEO/founder of a large hospital how will you do that with social media or any digital platform

According to me there is no such platform Linkedin is the closest platform to target CEO.  But the CEO which he mentioned are CEO's of high end hospitals. They don't spend their time of such stuff like Linkedin very much. So it is difficult to target those people. (My answer ends here)
(My thoughts) Here is the main problem like they are stuck here I see no growth for this company. Targeting High end people is altogether a different thing. You need to develop offline relations and powerful contacts to reach out to them. 
So this company i think is dead in the water somewhere.
